Identify the current legislations, guidelines, policies and procedures for safeguarding the welfare of children and young people including e-safety. Legislation covering child protection can be divided into two main categories : civil law and criminal law. The Children and Young Persons Act 1933 – This is an older piece of legislation of which some parts are still in forced today. It includes a list of offences against children, these are referred to as Schedule One offences. The Children Act 1989 –The current child protection system is based on the Children Act 1989. The introduction of this act was intended to be the most compressive and far reaching reform in child law in parliamentary history. The main aim of this law is to ensure that the welfare of a child is always considered as the most important factor when making any decisions about the upbringing of a child. The act also considers the thought and feelings of the child in a situation and bases decisions on whether the outcome would be better or worse for the child. It introduced the concept of parental responsibility. Two guidance documents are available to help professionals to identify children that may be at risks and the steps to take to help prevent this occurring. These documents are intended to be used with The Children Act 1989. The first is called, Guidance on interagency cooperation under the Children Act 1989, which was first published in 1991. The second which was published in 2000 was titled The Framework for the assessment of children in need and their families. Below are listed the variations of the policy throughout the UK. Safeguarding children: working together under the Children Act 2004 – This is the current guidance for Wales. The Children Order 1995 – Northern Ireland. The Children Act 1995 – Scotland. The United Nations Convention on the Rights of the Child 1989 – This includes the right for a child to be protected from abuse, the right to express their views and have them listen to and the right to care and services for disabled children or children living away from home. The Human Rights Act 1998 – This protects the rights of all human beings, in the eyes of the law children are seen as human beings and therefore the Human Rights act covers their rights as well. The Education Act 2002 – This was introduced to ensure that a schools governing body and LEA make arrangements for the safeguarding and welfare of children. The Adoption and Children Act 2002 – This expands on the Children Act 1989 by including domestic violence in the definition of harm. The Children Act 2004 – This new act didn’t replace or amend the Children Act 1989, instead it set out the process for integrating services to children. Further acts that followed the 2004 Children Act include – The Children and Adoption Act 2006, Children and Young Persons Act 2008, The Boarders, Citizenship and Immigration Act 2009 and the Apprenticeships, Skills, Children and Learning Act 2009. Legislation to protect children from adults that pose a risk. The 1997 Sex Offenders Act – Requires sex offenders to have their names and addresses added to the sex offenders register. The Sexual Offences Act 2003 – This was introduced to update the legislation relating to offences against children. It included the offences of grooming, abuse of position of trust and trafficking. Further policies include – The Female Genital Mutilation Act 2003, The Domestic Violence, Crime and Victims Act 2004 and the Serious Organised Crime and Police Act 2005. E-Safety A School’s e-Safety Policy reflects the importance it places on the safe use of information systems and electronic communications. e-Safety encompasses not only Internet technologies but also electronic communications via mobile phones, games consoles and wireless technology. It highlights the need to educate children and young people about the benefits, risks and responsibilities of using information technology. * E-Safety concerns safeguarding children and young people in the digital world. * E-Safety emphasises learning to understand and use new technologies in a positive way. * E-Safety is less about restriction and more about education about the risks as well as the benefits so we can feel confident online. * E-Safety is concerned with supporting children and young people to develop safer online behaviours both in and out of school. The Internet is an unmanaged, open communications channel. The World Wide Web, email, blogs and social networks all transmit information using the Internet’s communication infrastructure internationally at low cost. Anyone can send messages, discuss ideas and publish material with little restriction. These features of the Internet make it an invaluable resource used by millions of people every day. Some of the material on the Internet is published for an adult audience and can include violent and adult content. Information on weapons, crime and racism may also be unsuitable for children and young people to access. Pupils need to develop critical skills to evaluate online material and learn that publishing personal information could compromise their security and that of others. Schools have a duty of care to enable pupils to use on-line systems safely. Schools need to protect themselves from legal challenge and ensure that staff work within the boundaries of professional behaviour. The law is catching up with Internet developments: for example it is an offence to store images showing child abuse and to use email, text or instant messaging (IM) to ‘groom’ children. Schools can help protect themselves by making it clear to pupils, staff and visitors that the use of school equipment for inappropriate reasons is â€Å"unauthorised† and ensure an Acceptable Use Policy is in place. E-Safety training is an essential element of staff induction and part of an on-going CPD programme. Peasants were being exploited and were forced to work long hours for poor pay and terrible living conditions. Mao used this in order to take a fundamental step in assuring that he had total control over the people. He introduced the policy of land reform. Mao re-distributed 40% of Chinas land and gave it to the peasants. This proved to be a truly brilliant political decision as he swept the hearts of the peasants on his side. He realised that as 90% of Chinas population were peasants, he needed to appeal to the masses. This policy was considered a success as an estimated 60% of the entire population benefited form the reform. However, this was to be a sign of Maos disregard for human life as this policy resulted in the death of 2 million landlords, by means of public execution during struggle meetings. Mao also started an early form of collectivisation, by 1952, 40% of peasants were collectivised. The next step was the encouragement of cooperatives, these favoured central management of land under private ownership, and by 1956 80% of peasants were part of cooperatives. Despite claiming to be a Marxist, Mao considered rural peasants to be the seeds of agricultural success but thought that industrial peasants were the backbone of the economy. The Great Leap Forward was to be the second economic reform Mao was to launch in China. Inspiring himself from Stalins economic model, in 1953 Mao launched the first 5 year plan. This plan was to be extraordinarily successful. The first of his 5 year plans set high production targets in oil, steel, pig iron and chemical fertiliser. Most of these targets were achieved, notably steel production quadrupled. Mao was able to cut inflation down from 1000% to only 15% by introducing a new currency the Yuan. Maos reforms were all interlinked. He used his social reforms to back up his economic reforms. Mao made revolutionary changes to womens lives in modern China. New sets of laws were introduced giving women the right to work, education and custody rights over their children. This was a significant improvement from the harsh days of foot binding. Mao also deemed it important to educate the Chinese population, another success was his improvement of literacy, and by his death 90% of China was literate. Many peasants knew little of what the Great Leap forward was for, most thought it was simply a plan to overtake major capitalist countries. However, to serve a higher purpose, Mao saw nuclear power as an essential element to become a superpower. However Maos secrete ambition was expensive. In order to mobilise labour, Mao had to further collectivise cooperatives in the rural parts of China. Mao believed that industry and agriculture were equally important, hence the slogan walking on two legs. However, the first 5 year plan had been beneficial to industry but agriculture had stagnated. One of Maos main concerns was Chinas population was outgrowing food production. In 1957 food production had grown 1% whilst the population had grown by 2%. Mao was distraught by the fact that the countrysides production was being used up in by the rural population. This posed a real economic problem for China. It meant that industry was not going to be sufficiently supported by agriculture and thus meant that Maos ambitions could not be realised. Maos answer to this problem was to decentralise control and enable enlarged agricultural units produce food and industrial products. These new super collectives would be known as Peoples Communes. These communes were under the control of local cadres whos main order were to extract as much labour as possible from the peasants. These cadres forced peasants were forced to hand over their property, thus reversing his policy of Land reform. The first of people communes was created in Henan in April 1958. It was composted of 27 collectives with over 9369 households joined together, by December 1958, 740,000 cooperatives had been turned into 26,000 communes. She informed me about a bird flu called Avian Influenza that has infected poultry across the farms in South Korea. "You need not worry, sweetie," my grandmother said in Korean. Strict measures were taken so that farms would not further spread this disease. Nonetheless, grandmother told me to pack my warm clothes and prepare myself for some good Korean food. I can hardly wait. December 25, 2003 A kimchi Christmas. I have been eating kimchi like there is no tomorrow. Don't get me wrong, I love kimchi. However, I have been eating more than my stomach and breath can handle. Scientists from Seoul National University came out with a study a few days ago stating that a lactic enzyme in kimchi has remedial effects on chicken and other types of poultry. I assume kimchi's "antibacterial powers" have kept my family and I clean from this epidemic. With what I could understand from the Korean news, the bird flu is extremely infectious to organisms such as poultry. I went on the Center for Disease Control website to get a much more comprehendible version of the epidemic. It conveyed that the disease spreads rapidly from bird to bird as large amounts of the virus are secreted in bird droppings, contaminating earthly surroundings. The technical term for the disease is called Avian Influenza A H5N1. The big scare, The World Health Organization admits, is that this strain has the unique capacity to jump the species barrier, causing several diseases in humans. In my storyboard I started with normal diegetic sound to create the normal, realistic atmosphere of sounds such as gates creaking and the wind blowing. This is so the audience is aware of the surroundings, considering no establishing shot was used prior to this to show the setting also generates a dark and mysterious atmosphere to begin with, leaving it to the audience’s imagination to guess what is going to happen as no hints to the genre have even been made yet. Then we have non-diegetic sound as music influenced by the beat from Jaws starts to play. This makes the audience feel uneasy and unusual as they realise something bad may happen because of the sinister music. I was conscious of the significant use of music to create atmosphere within the horror genre and therefore wanted the soundtrack to emphasise the tension on screen. The music gets louder and louder as the attacker gets closer to the victim to emphasise the fact that there is danger ahead and something bad is clearly about to happen. The music stops just before the murder as the girl screams as it is inevitable now that the girl is going to die, it builds up tension more and pulls you into a false sense of security. At the end the only sound we hear is the diegetic sound of the attacker laughing, this is so all the focus is on her and shows she has no guilt over what she has done, leaving the audience wondering about the character so it keeps it interesting and intriguing for them to watch. Costume is used in this storyboard to show normalcy. The attacker is dressed like a normal teenage girl so the audience can somehow relate to her as well as the other character and to suggest she is just another typical modern girl, which is why it is a shock to the audience when she kills the other girl and impacts so greatly. The killer in this film is also a female because they are usually seen to be damsels in distress that need saving so you’d never expect her to kill someone, which is another way I have attempted to make the film be original and shock the audience. Women serial killers may not be as strong as a male would be but they have a bigger impact on the victims and on the audience watching, the influence for this idea comes from films such as Friday The 13th, Audition and Phenomena. The props in this storyboard are also significant, especially the use of the knife in the picture when the attacker is at the door.
